A Construction Permit Application should be submitted by the individual doing the work. Homeowners are permitted to do their own construction and draft their own construction plans (limited restrictions apply). However, Homeowners SHOULD NOT represent that they are doing any construction if they hire a Contractor to do the work. Homeowners may act as their own “General Contractor” while hiring “Sub Contractors” (electrical, plumbing, framing, carpentry, etc.), but they should NEVER represent that they are actually doing any construction that is expected to be done by the Sub Contractor(s).
